A QUESTION EVERY MICHIGAN LICENSEE OWNS RIGHT NOW · ANSWERED FROM THE STATE’S OWN RECORD

“Do I still need implicit-bias training to renew my Michigan license?”

VERDICT · CITED ALL LICENSEES × LARA × MICHIGAN
Yes — the requirement stands. The bill to end it has passed only the House.

The implicit-bias training rules remain in force and apply to any renewal due now. House Bill 4915, which would bar the requirement, passed the Michigan House 56–45 on December 11, 2025 — it has not passed the Senate and is not law. The separate one-time human-trafficking training requirement is not part of HB 4915 and is unaffected.

WHAT TO DO
✓ Complete the required hours for any renewal due now — the mandate is in force today
✓ Keep your completion certificates; the rule’s documentation standards have not changed
✓ Think twice before prepaying for hours beyond your current cycle while the bill is pending
✓ Watch this page — the bill’s Senate status is rechecked monthly
HOW THE TIDE RUNS
DEC 11 2025 The House vote was party-line: every Republican for, every Democrat against. · House roll call
SINCE THEN The Democratic-majority Senate has not taken the bill up. Statehouse reporting judges it “unlikely to advance” there this session — their assessment, on the record, not ours. · Michigan Advance, Dec 2025
DEC 2026 If the Senate does not act before the 2025–26 session ends, the bill dies with the session.
NOV 3 2026 Michigan elects its entire legislature. Any successor bill belongs to the chamber majorities chosen that day. That is the fact that decides this — not the current bill.
